Nuisance Abatement Points Project (2016)

   SCI conducted a five months, comprehensive analysis of the City of Rochester’s Nuisance Abatement Points System, to determine if that program was being administered in an equitable, effective and uniform manner. Numerous staff, elected officials and neighborhood leaders and residents were interviewed and surveyed, and program data from 2009 forward was analyzed. Nine specific areas were identified for strengthening or totally new activities, including the areas of enforcement, personnel, upgrading the existing records management system, uniform application of the points system, and training of current and new personnel, SCI Associates assigned to this project were: Vincent Carfagna, Rodric Cox-Cooper, David Dey. Robert W. Elliott, J. Cameron Hebda, William A. Johnson, Julie Kazmierski, and James Smiertka.
